
The Jamaica Public Service Company (JPS) is preparing for a battle with the Government over any attempt to review its operating licence.
The JPS was put on its guard last Friday when Government senator and chief technical adviser to the finance minister, Aubyn Hill, declared that the Andrew Holness-led administration is obliged to review the licence of the light and power company because of threats to the Jamaican economy.
Opening the State of the Nation Debate in the Senate, Hill called for a review of the modified licence issued to JPS last January, because it “seems to be quite opposed to the interest of Jamaicans”.
“We have to look at that licence carefully [and] as a new Government, we’re obliged to,” Hill told his parliamentary colleagues.
But Kelly Tomblin, the president and chief executive officer of the JPS, in a quick response, rejected Hill’s reasons for questioning the changes to the licence and expressed the hope that his comments would not suggest that Holness will shred the contract.
“I’m sure, similar to how the Government has continued on the framework for fuel diversity, that this Government certainly wouldn’t suggest that a licence negotiated in good faith, in which the JPS has made investments, would be negated by a subsequent government,” said Tomblin.
“Surely, he’s (Hill) not suggesting that,” added Tomblin.
In his Senate presentation, Hill argued that he was making the call from his position as a senator.
“Because I may have some influence on policy, I do not lose my right as a senator to bring up independent issues. My position is quite different from a recommendation, and if I gave a recommendation I probably would not be speaking on it publicly,” said Hill.
The international banker argued that the replacement of the price cap regime with the revenue cap in the licence “could dampen economic growth” because JPS’s growth is no longer tied to that of the economy.
“A good argument can be made that the revenue cap approach blunts any incentive on JPS’s part to support the expansion of renewable sources of energy or to improve efficiencies in their current business,” said Hill, who is the chairman of Innovative Renewable Energy & Electronics Limited.
He said giving the JPS the right of first refusal to replace generating plants due for retirement entrenches the company’s near-monopoly and is inconsistent with international standards and Jamaica’s national energy policy.
‘Inaccurate Conclusions’
Tomblin rejected those claims, arguing that Hill was making “inaccurate conclusions”.
“We negotiated with the Government for our licence amendments that we believe serve the country. We have about 31 guaranteed standards that are monitored by the Office of Utilities Regulation (OUR).
“Our overriding goal is to support economic growth. This (Hill’s arguments) requires a more fulsome discussion with the utility,” said Tomblin.
Hill’s call came days after the OUR announced new regulation which should give it more power to monitor the operations of the JPS and other entities which generate or supply electricity.
The regulation will govern the operational standards and established procedures for handling the generation, transmission, distribution, supply and dispatch of electricity across the island.
According to the OUR, the regulation adopts five grid codes, which are generation, transmission, distribution, supply, and dispatch.
“The codes, which were finalised in August 2016, have been developed in parallel, and are designed to be used in conjunction with each other,” said the OUR.

The Petroleum Corporation of Jamaica (PCJ) will be carrying out major energy efficiency and renewable energy projects at six public hospitals to reduce electricity costs under the United Nations Development Programme’s (UNDP) Deployment of Renewable Energy and Improvement of Energy Efficiency in the Public Sector Project.
The facilities slated to benefit are the National Chest Hospital and the Sir John Golding Rehabilitation Centre in St Andrew; Bellevue Hospital in Kingston; May Pen Hospital in Clarendon; Savanna-La-Mar Hospital in Westmoreland and the Black River Hospital in St Elizabeth.
Among other things, the interventions at these institutions will involve energy audits and the installation of energy-efficient lighting, solar photovoltaic technology and solar water-heating systems, PCJ said in a release yesterday.
SPECIALISED SERVICES
The selected institutions provide specialised services to a large cross section of the population and have high capital and operational expenditure.
Assessments revealed that energy-efficiency interventions at these hospitals can achieve considerable savings which will help to achieve the PCJ’s objective of reducing the public sector’s energy spend. The infusion of renewable energy and energy-efficient technology into the hospitals’ operations is expected to reduce their collective electricity demand by 1,305,000 kWh each year, which at current rates translates to more than J$41 million in savings.
The PCJ’s general manager, Winston Watson, said: “We are pleased to partner with the UNDP on this project, since the objective of incorporating more energy-efficiency solutions into the public sector’s operations aligns perfectly with our mandate to reduce the Government’s energy bills.”
The Deployment of Renewable Energy and Improvement of Energy Efficiency in the Public Sector Project is a US$12-million initiative comprised of three components.
The energy interventions to be undertaken by the PCJ are being carried out under the third component, which focuses on economic and fiscal instruments to facilitate the uptake of renewable energy and energy efficiency in the public sector.
Project execution under this component is projected to cost US$2.01 million, of which PCJ will provide just over US$1,360,000 and US$650,000 will come from the Global Environment Facility Trust Fund.
WORTHWHILE INVESTMENT
“We consider this a worthwhile investment for the Government and people of Jamaica as it will improve conditions in the health sector while reducing electricity costs, which will mean savings for the public sector, and we are therefore looking forward to a successful partnership with the UNDP,” Watson said.
Bruno Pouezat, UN resident coordinator and UNDP resident representative, said: “As we mark the official launch of this landmark project, I recall the words of United Nations Secretary General Ban Ki-moon, who in 2010 called for ‘a global clean energy revolution’. He added that “energy is the golden thread that connects economic growth, increased social equity and an environment that allows the world to thrive. We look forward to working with all of our partners in Jamaica in securing these ideals.”
Minister of Science, Energy and Technology Dr Andrew Wheatley said the public sector accounted for 15.5 per cent of total electricity sales in Jamaica in 2015.
“We are working assiduously to reduce our overall consumption and I am pleased that this project seeks to deploy renewable energy and improve energy efficiency in the public sector, as these interventions will serve to bolster our ongoing efforts to reduce the Government’s energy consumption while driving efficiency,” he added.
The Deployment of Renewable Energy and Improvement of Energy Efficiency in the Public Sector Project was officially launched on November 30, 2016. The PCJ will begin project implementation in early 2017.
Rooftop solar energy is becoming a financially viable way for millions of U.S. consumers to generate their own electricity — and utilities are doing everything to kill the solar boom before it gains too much traction. Utilities in states such as Florida, Wisconsin, and Nevada have tried to undermine rooftop solar at the regulatory level and in ballot measures. As a reaction, voters have fought back and beaten the efforts to squash solar energy.
The impact on residential solar companies Tesla (NASDAQ: TSLA), Vivint Solar(NYSE: VSLR), Sunrun (NASDAQ: RUN), and SunPower (NASDAQ: SPWR) shouldn’t go unnoticed. They’re winning the policy war against utilities, and as they do, it’ll open a larger and larger market across the country.
POLICY WINS ARE GOING TO RENEWABLE ENERGY
The election earlier this month was accompanied by a number of ballot initiatives that will impact solar energy for years to come. And for the most part, solar energy was a huge winner.
Despite utilities’ spending $26 million to pass a referendum that would have undermined solar economics in the state, Florida voters rejected the utility referendum. The state now looks like it’ll have a bright solar future.
In Nevada, less than a year after the public utility commission essentially killed the rooftop solar industry, residents overwhelmingly voted to break up Berkshire Hathaway (NYSE: BRK-B)-owned NV Energy’s long monopoly in the state. Customers have to be given energy choice, meaning more solar in one of the country’s sunniest states.
In the past, Wisconsin has tried to add fees to utility bills that would kill solar energy before it ever got started, but those attempts were rejected by the court.
There’s an important trend here for utilities and solar companies: When solar energy goes on the ballot or to the court, it wins. That should have every utility in the country frightened because that gives millions of customers choice regarding their energy needs.
THE LOOMING THREAT FOR UTILITIES
Policy wins are important because they lay the groundwork for future innovations to take hold in energy. Today, that means rooftop solar on more than 1 million homes in the U.S. — and that number is growing quickly.
The next step will be adding energy storage to homes, something that Tesla is leading on and that Vivint, Sunrun, and SunPower are all adding, as well. As energy storage is added, customers can use more of their own energy, making net metering less important and providing more flexibility for customers.
The holy grail for renewable energy is allowing customers to cut the cord to the utility altogether. We may be a decade from that being a reality, but the more utilities add fixed fees or demand charges, the more quickly the economics of cord-cutting will become compelling. Long-duration energy-storage technologies are already beginning to be deployed, and before long, a couple of Powerwalls and a long-duration energy-storage system may be a viable option for consumers, making utilities irrelevant.
THE SLIPPERY SLOPE IN ENERGY
Utilities are in a tough position, having incentives to apply policies that protect short-term profits but which may undermine long-term competitiveness. It’s clear that when push comes to shove, voters are willing to overturn utility policies, voting for solar energy across the country. That has to be a concern for utilities, and it shows that the future is getting brighter for solar energy companies providing the solutions customers want.

At least one local environmentalist has hit back at Sally Porteous, custos of Manchester, over her arguments urging the Government’s authorisation of a coal plant for a US multibillion-dollar investment into the Alpart alumina plant in St Elizabeth.
The Chinese-owned Jiuquan Iron and Steel Company (JISCO) is planning to spend US$3 billion or J$387 billion for the upgrade of Alpart’s alumina plant in Nain and expansion into a special economic zone. More than 3,000 people are expected to be employed over the six-year period of initial investment.
However, a proposal to use a coal-fired plant has angered environmentalists, forcing the Government to come out declaring that any decision on whether to use coal is almost two years away.
Speaking last week at a Gleaner Jobs & Growth Forum in Manchester, Porteous did not hold back.
“While I listen to, and respect, the environmentalists, I sincerely hope that it is not going to be a case of crying wolf and preventing an enormous opportunity for Jamaicans to get work.
“From what I understand, they will not be using coal from China, they will be using coal from Colombia. The Alpart plant itself would be run on oil, and the coal they are going to be using for the coal plant will not emit any worst emissions than oil,” she added, noting that she recently met with Chen Chunming, the JISCO chairman.
But Diana McCaulay, chief executive officer of the Jamaica Environment Trust (JET), said Porteous’ analysis is not deep enough, and so, too, is her view that coal is cleaner than oil.
“People are entitled to their views. But coal is a 19th-Century technology. It is time for us to move forward, and it is time for us to take the position that we want development and we want industry and we want business and we want jobs for our people, but not at the expense of public health and the climate.”
She added: “Jamaica is incredibly vulnerable to climate change. To say that you’re willing to take this risk for some short-term jobs, I find mystifying.”
Jamaica has been going through decades of low growth, double-digit unemployment and crippling debt levels that have created the circumstances for a loan agreement with the International Monetary Fund.”
NOT FIRST TIME
It is not the first time a local official has waded into controversy over securing needed investment for the country. Last year January, in the face of a hotel investment being derail over breaches, Robert Pickersgill, then environment minister, in lifting a cessation order remarked that he took note of the “the substantial value of the project to the Jamaican economy, which outweighs all other consideration”.
In September, Mining Minister Mike Henry said a decision on the coal proposal was at least 18 months away.
Global environmental advocacy group Greenpeace has said constructing the plant would violate the Paris climate agreement aimed at limiting global warming.
Porteous maintained that the Chinese investment represents an opportunity to bring well-needed economic growth to central Jamaica.
“This is the centre of the island’s only chance for revival. We have nothing else. We’re not near a beach, the north coast is taking care of itself very, very well, and I can see very great business going into Kingston.
“We have the opportunity of a lifetime with JISCO coming to take over that plant,” she said.
The Manchester Chamber of Commerce said it is already taking steps to get the parish ready to claim some of the spinoff benefits.
“We’re currently in discussions with investors to try and lure them and encourage them to come into the development of the parish to aid in the development of the parish, especially as it related to three main areas,” said Michael Gottshalk, the chamber’s manager of communications and public affairs.
He said housing to accommodate the expected influx of workers, entertainment and parking are at the top of the list.
The Canadian federal government has committed to powering all of its buildings and operations using renewable energy sources by 2025. The goal is in support of a broader target to reduce the government’s greenhouse-gas (GHG) emissions by 40% by 2030.
Catherine McKenna, the federal minister of environment and climate change, announced the new commitments while speaking at the Canadian Wind Energy Association conference in Calgary on Wednesday. In a press release from the government, McKenna commented, “We are taking action on climate change by greening our government’s activities and are doing our part to make further progress toward Canada’s emissions target. We will do more as we develop our pan-Canadian climate plan – a plan that will create good jobs for the benefit of Canadians, especially the middle class and those striving to join it.”
In its release, the government notes that although the GHG-reduction target is set for 2030, it aspires to meet the goal by as early as 2025. By that date, the government continues, Public Services and Procurement Canada – the government’s principal landlord – will be purchasing 100% of its electricity from clean energy sources. The government notes that its Department of National Defense will be buying a significant amount of renewable electricity for its installations in Alberta. This will meet most of the electricity requirements for installations in Calgary, Cold Lake, Edmonton, Wainwright and Suffield.
John Gorman, president and CEO of the Canadian Solar Industries Association (CanSIA), has lauded the government’s new initiatives.
“The federal government’s commitment to purchasing 100 percent renewable electricity from sources, such as solar energy, as early as 2025 makes a significant contribution to Canada’s innovation and environmental protection agenda in two ways,” said Gorman in a statement.
“Firstly, they have the purchasing power to make a difference. Not only will their actions directly displace significant levels of greenhouse gas emissions, it will also give rise to new businesses and infrastructure.
“Secondly,” he continued, “being a part of the global response to climate change will bring changes to the decisions that are made by all consumers for goods, products and services. By leading by example, the government of Canada is demonstrating that every one of us has a role to play in making the right decision for future generations.”
In addition to renewable energy procurement, the government says it will make strategic investments in vehicle fleets and infrastructure. For example, the government says it will invest in revitalizing the heating and cooling plants in the National Capital Region, which provide services to more than 85 buildings and facilities. That investment is expected to modernize six separate facilities and reduce their emissions by more than 45%, according to the government.
The announcement did not provide many details regarding planned renewable energy procurements, including solar’s potential role; however, the government says it is establishing a new team, called the Center for Greening Government, to track the government’s emissions centrally, coordinate efforts across agencies and drive results to ensure the objectives are met.
Notably, these new initiatives are just the latest signs of hope that the Canadian government has provided to the country’s fledgling solar industry, which had only about 2.5 GW of cumulative installed capacity by the end of 2015. Canadian Prime Minister Justin Trudeau has committed Canada to the Paris Agreement, and in June, he united with U.S. President Barack Obama and Mexican President Enrique Pena Nieto to set a goal of achieving 50% clean power generation in North America by 2025. Furthermore, in October, the government introduced a nationwide carbon pollution pricing plan.

Dr Horace Chang says if given the green light from the utilities regulators, the National Water Commission (NWC) could generate even more power than the Jamaica Public Service (JPS).
Chang, who has responsibility for water in the Ministry of Economic Growth and Job Creation, said that currently the NWC’s biggest expense is its electricity bill, which averages around $450 million monthly.
“Of course, if the water supply company is allowed to generate its own power without any kind of guidance or regulation, we could end up producing more power than JPS. If we have hydropower, we can produce so much; we have lands we can produce solar power and not only remove ourselves from the grid in terms of supply sources,” Dr Chang argued.
He was addressing the final day of the three-day 14th Annual Conference of the Organisation of Utility Regulators last Friday, held at Secrets Resort and Spa in Montego Bay, St James.
He called on the utility regulators to examine the relationship between utilities.
“Can exception be made [in] how you do it and in what way it is done that it doesn’t end up superseding the other? That’s maybe the biggest question,” Dr Chang said. “Regulators have to create the framework in which the company itself can move forward; the broader policy of ownership is decided by the Government.”
The water minister explained that under the current arrangement, if the NWC or the National Irrigation Commission were to “produce power for itself and reuse it”, they would have to first be awarded a licence by the Office of Utilities Regulations.
“Under the current regulator, if you produce power, move it from one venue to the next, you need a licence. And if you are doing a licence, it has to be competitively awarded and that creates challenges,” he argued.
“Certainly, I think we can produce power on site, which we intend to do in a couple of our local outlets, but that raises some challenges.”
Another challenge he highlighted was wheeling, which refers to the scheduling of the energy transfer from one balancing authority to another. Since the wheeling of electric energy requires use of a transmission system, there is often an associated fee which goes to the transmission owners.
“The challenge here is not only wheeling for commercial purposes [and] home users, but since a water company can produce water in large amounts, the question of wheeling within the head of the utility becomes relevant. It is something that needs to be addressed,” Dr Chang said.
“The real impact of water is, it also has a social impact, but it has to be produced at an economical rate. And power becomes one of the big cost factors. For irrigation, in fact, we might not be able to provide our southern plain — which is our major provider of food supply — with irrigated water if we don’t have the right to produce some of the power for ourselves, because farmers cannot afford to pay the JPS bills.”
Nearly everyone who studies climate change policy agrees on one thing: To fix this monster of a problem, governments need to put a price on dangerous carbon pollution.
Carbon pricing can take a few forms, and it’s not a cure-all, to be sure. But it is generally considered by climate wonks to be the cheap-but-effective “holy grail.” That’s why the world should applaud Canadian Prime Minister Justin Trudeau’s decision this week to implement carbon pricing across that country. It’s a move the United States should copy, too. It’s not as cute or heartwarming as when Trudeau welcomed those refugees, perhaps. But it should be seen as just as noteworthy.
The country’s bold policy shift “will help the country’s environment and economy as we compete for the rapidly growing global demand for clean energy,” Matt Horne, associate director of the Pembina Institute, an environmental think tank in Vancouver, said in an emailed statement. In other words: It’s a win for everyone. Not all politicians see it that way, of course, even in green ole’ Canada. “Why is (Trudeau) using a sledgehammer to force the provinces and territories to accept a carbon tax grab and what happened to his promised new era of cooperative federalism?” Conservative MP Ed Fast asked, according to CBC News.
Such complaints are shortsighted, though. They fail to recognize what’s becoming increasingly clear: Unless we do far more to clean up the global economy, we are passing an era of storms, floods and environmental wreckage on to future generations.
Because we’ve been so slow to act on this crisis, bold action is now required. To meet the international goal of limiting warming to 2 degrees Celsius, we need to ditch fossil fuels this century, hopefully by 2050. That goal is written into the Paris Agreement, which, this week, appears poised to become international law. The United States has ratified that agreement, and Canada has signed it, according to WRI. So far, however, pledges to cut pollution fall short of what’s needed.
We need to price carbon to meet those lofty (and critical) goals. Here’s how it works: Pricing carbon is an inherently conservative and market-friendly way to cut heat-trapping emissions that are causing seas to rise, ice caps to melt, wildfires to worsen and so on. These policies work by making a bad thing — burning high pollution fuels like coal, for example — more expensive. By comparison, smarter, cleaner energy choices — wind, solar, etc. — become cheaper. British Columbia already has a successful carbon tax in place. I visited earlier this year and talked to people at a gas station near the US border. I was surprised to find many people who said they wanted to pay the carbon tax — even wanted it to be higher — because it’s good for the environment.
Research shows carbon emission in the province dropped 5% to 15% and fuel use dropped 16% after the tax’s implementation. Yet, the economy continued to grow, slightly outpacing the rest of Canada. The only injustice of the tax is that neighbouring provinces didn’t have to pay it. The revenues from the carbon tax actually go directly back to citizens. These concepts continue to spread, which is cause for hope. Another version of carbon pricing, called cap-and-trade, is in place in California. (Cap-and-trade systems set a maximum amount of allowable pollution and then let businesses buy and sell pollution credits on a market.)
Canada will give provinces the choice of implementing either type of policy. The government says the prices must go into effect by 2018, with the price of carbon starting at a minimum of $10 per metric ton of pollution and rising to $50 per ton by 2022. Some environmentalists have called the plan too lax. It’s not perfect, but it’s far better than the piecemeal approach of waiting for jurisdictions to act on their town.
In the United States, Washington state residents will vote on a carbon tax this November.
I’m hopeful that vote — and this big push from Trudeau’s Canada — will reignite a debate about carbon pricing in the US federal government. Donald Trump and other American politicians can deny the harsh realities of climate science all they want, but that won’t change the urgency with which we need to act.

A new energy-saving project costing US$30 million ($3.8 billion) will seek to reduce traffic jams in the Kingston Metropolitan Area (KMA) by synchronising 140 stop lights through a fibre-optic ring, while also cutting energy consumption at scores of government buildings.
The plan requires funding approval from donor agencies Inter-American Development Bank (IDB) and Japan International Cooperation Agency. Both are considering loans of up to US$15 million each to a project that has Petroleum Corporation of Jamaica acting as the executing agency.
The project, dubbed ‘Jamaica Energy Management and Efficiency Programme’, involves three components: it aims to fast-track Government’s National Energy Conservation and Efficiency Policy 2010-2030, target a 70 per cent reduction in energy “intensity”, and reduce greenhouse gas emissions by 10 per cent, said the IDB.
The traffic component aims to reduce the idle time that cars run on the road, which would reduce gas consumption. It would achieve this by implementing a more robust urban traffic management system – UTMS – which involves linking into the fibre-optic ring already developed by telecoms providers.
The IDB revealed the project late August and released documents on the project profile and environmental analysis. Both documents contain figures which vary slightly when breaking down each component, but the objectives remain consistent.
Regarding the road network, the government will upgrade or implement technologies for nine road segments, most of which are located in Kingston and one in Spanish Town.
39-50 Per Cent Growth
The IDB, utilising data from the National Works Agency (NWA), indicated that traffic growth along some of the KMA’s key corridors has increased 39-50 per cent over a decade, 2005-2015, without any associated improvements in road or intersection capacity.
Additionally, the absence of a complete UTMS to sync the operation of 140 traffic lights, with average spacing of 300 metres in between, remains a key factor causing congestion in the KMA.
“Most of the population commutes within urban centres, resulting in significant amount of congestion, lost time and wasted gasolene during idling or stalled traffic, especially the capital city Kingston,” stated the IDB.
Component I of the project amounts to US$24 million to finance energy efficiency and energy-conservation measures in government facilities, which could span 75 entities, with focus on educational and health facilities. Component II, at US$2.8 million, involves the financing of fuel efficiency in the transport sector. Component III, at US$1.8 million, will finance institutional strengthening for energy planning by developing information systems and training.
In 2015, public-sector facilities consumed some 7.4 per cent of all electricity generated in Jamaica, or approximately 393 gigawatt hours, costing the GOJ around US$36 million in oil imports, or an estimated US$102 million in electricity bills, the IDB said. Of this figure, roughly 22 per cent related to education and health facilities.

From getting acquainted with how government does business to informing and reassuring partners and planning for the Marrakesh negotiations next month, it’s been a whirlwind of activities for the new captain at the helm of the Climate Change Division.
But no neophyte to work and management in the development arena, UnaMay Gordon, 58, has been handling things with aplomb.
The first order of business has been to get the lay of the land and to make some decisions as to direction.
“I took over the division in the middle of the year. It means, therefore, that an operational plan would already be in place. I am looking at it now to see what was done, what was achieved and spending time tying up loose ends. Most of that is completed now,” Gordon, who has been in the position for just a month, told The Gleaner.
She comes to the division following two years of work as an environmental consultant and having served in various capacities with organisations such as the Inter-American Institute for Cooperation on Agriculture and GraceKennedy Limited.
Partners have been written to on the change in leadership and the necessary steps taken to settle Jamaica’s representation and/or participation in various climate change processes and events.
ONGOING WORK
Meanwhile, work at the division – tasked to coordinate, facilitate and support climate change mainstreaming in Jamaica, from adaptation to mitigation, together with finance – goes on.
Cabinet recently gave the nod for a Climate Change Advisory Board to replace what was the Climate Change Advisory Committee headed by Dr Conrad Douglas. The division is now seeing to it that that is operationalised.
“We are (also) looking at what is going on with the climate change focal point and how we are going to use them to assist with the work of the division. There will be increased focus on the network to ensure we can deliver on the mandate,” revealed Gordon, who compiled Jamaica’ First National Communication on Climate Change to the United Nations Framework Convention on Climate Change and is the principal author for the island’s national biodiversity strategy.
There are currently some 27 designated focal points inside various ministries and agencies of government to advance the integration of climate change considerations into the planning for and operations of each entity.
Also on the agenda, Gordon said, is attention to the Climate Change Policy Framework.
“The policy framework is set within (Jamaica’s national development plan) Vision 2030. I would want to ensure that we are implementing the policy, which is the guide for the Government’s work and to ensure that there is a monitoring framework in place to track the progress,” said the woman, who founded the Institute for Sustainable Livelihood Leadership and Exchange that promotes entrepreneurship as a vehicle for sustained livelihood among youth and women in the Americas.
Ongoing stakeholder engagement is another crucial element of the work of the division now and in the future- as is growing the small staff.
Two years ago, the division got going with a secretary, a principal director (Albert Daley) and two senior technical officers – one with responsibility for adaptation (Dr Orville Gray) and the other for mitigation (Gerald Lindo).
In the last two months, both Daley and Lindo have left.
With Gordon in as Daley’s replacement, she said efforts are under way to have a new mitigation officer join the team. Recruitment of a public relations officer and consultant behaviour change specialist is also underway.
There are, too, efforts to take advantage of available support for climate change financing personnel.
“The plan is to make modifications and to ensure that we manage, especially with our international partners, the gap that was left by the transition and to ensure that the representation to the international community is maintained seamlessly,” said Gordon, the holder of a masters in environmental sciences from Wageningen Agriculture University in Holland and recipient of the honorary degree of Doctorate of Philosophy in Humanities from the United Graduate College and Seminary International.
“Jamaica has been a leader. We have led a number of the international processes, so just to ensure there is no gap, that is very important for me,” she added.
