A new law recently passed in France mandates that all new buildings that are built in commercial zones in France must be partially covered in either plants or solar panels.

Green roofs, as they are called, have an isolating effect which helps to reduce the amount of energy needed to heat a building during the winter or cool it in the summer. They are capable of retaining rainwater and reducing problems with runoff, and also offer birds a place to call home in the urban jungle.

French environmental activists originally wanted to pass a law that would make the green roofs cover the entire surface of all new roofs.

However, partially covered roofs make for a great start, and are still a huge step in the right direction.

Some say the law that was passed is actually better, as it gives the business owners a chance to install solar panels to help provide the buildings with renewable energy, thereby leaving even less of a footprint.

Green roofs are already very popular in Germany and Australia, as well as Canada’s city of Toronto! This  by-law was adopted in 2009, by the city of Toronto which mandated green roofs on all new industrial and residential buildings.

Benefits of Green Roofs

There are so many benefits to green roofs. Here are just a few:

  • Adding natural beauty and major aesthetic improvement to buildings, which in turn increases the investment opportunity.
  • Helping contribute to landfill diversion by prolonging the life of waterproofing membranes, using recycled materials, and prolonging the service of heating, ventilation, and HVAC systems through decreased use.
  • Green roofs assist with storm water management because water is stored by the substrate, then taken up by plants, and thus returned to the atmosphere through transpiration and evaporation. They also retain rainwater and moderate the temperature of the water and act as natural filters for the water that does run off. They delay the time at which runoff occurs, which results in decreased stress on sewer systems during peak periods.
  • The plants on green roofs do a great job of capturing airborne pollutants and other atmospheric deposition. They can also filter noxious gasses.
  • They open up new areas for community gardens, commercial and recreational space in busy cities where this space is generally quite limited.

France is definitely on the right track, but it should be a mandate that all new buildings being built in North America, and even worldwide, adopt this amazing idea to reap all of the potential benefits.

Wisynco Group is to commission its one-megawatt solar energy system on Thursday.

The facility was developed on five acres of land adjoining the company’s warehouse and distribution outlet in Spanish Town, St Catherine, said chairman William Mahfood.

A quarter of the solar panels are mounted on the roof of the distribution building, while some are deployed on the ground,” said Mahfood.

The $200 million project is to be done in two phases, he said, the second of which will quadruple the capacity of the current system.

“It will basically allow us to supplement the energy that we now get from Jamaica Public Service, to lower our energy cost, as well as become more environmentally friendly using a sustainable type of energy,” the beverage maker said.

The company touts the facility as the first solar to high-voltage application and the largest solar farm in Jamaica.

 

The Gleaner

The Ministry of Agriculture and Fisheries, through the National Irrigation Commission (NIC) is set to introduce the use of solar power to operate the pumping of water for irrigation.

Minister of Agriculture, Labour and Social Security Derrick Kellier says the move will commence shortly with the commissioning into operation of solar power to operate the pumping system at Ebony Park in Clarendon.

In September a $300 million irrigation project will be launched at Spring Plain/Ebony Park bringing the nearly 3,000-acre property at the agro-park into full production.

Kellier, who was speaking at the 63rd Annual Denbigh Agricultural, Industrial and Food Show in Clarendon on Saturday, August 1, said that if Jamaica is to increase its production and productivity and ensure its food security, irrigation systems needed to be significantly improved and expanded.

Noting that the total irrigable land in Jamaica is 187,814 hectares yet only 12,500 hectares or about seven per cent of that land is irrigated, Kellier outlined a number of strategies intended to optimise and expand the country’s irrigation systems.

The imperative to optimise and expand the country’s irrigation systems is not born solely from the scarcity of water, but from the imperative to increase productivity and Jamaica may very well reach the stage where fiscal incentives for investment in irrigation had to be provided, Kellier said.

The agriculture ministry was therefore preparing a comprehensive proposal to be discussed with the appropriate authority, he added.

“I believe we have no alternative since these droughts are the greatest threat to increased production,” said Kellier.

According to the ministry, in addition to various climate-smart and drought mitigation projects, over $5 billion has been spent over the past 10 years to install new irrigation systems to ensure sustainable agriculture and the reduction of dependence on rainfall.

 

Jamaica Observer 

Jamaica Public Service Company will not bid on the 115 MW renewable energy project, says energy minister Phillip Paulwell in an advisory meant to allay fears that prospective investors would have to compete with the monopoly power distributor.

Additionally, the one per cent bond imposed on bidders will now be applied after the selection of qualified bids.

The adjustment followed complaints from the Jamaica Solar Energy Association that the upfront proposal costs were too high – ranging from just under US$1 million to as high as US$2 million, according association president Roger Chang.

The bid deadline has also been extended two months to June 2013.

More than 80 investors have already indicated interest in the project. They complained at a mid-January meeting with the OUR that, were JPS to participate in the project, the power utility, which controls the national grid, could easily under-bid them.

JOHN CARBERRY, operations manager of Jamaica Broilers Ethanol Limited, says that capital outlay is reduced in the operation of solar-powered chicken farms because the system does not require a battery bank, which has traditionally been a major cost factor.

Instead, this system forces the operator to “make hay while the sun shines” during daytime when the energy demand is at its highest and revert to the national grid at nights when much less energy is needed.

Under this project, for which financing is provided by the Development Bank of Jamaica, commercial banks and other financial institutions, the solar equipment is used as the collateral, in what is effectively a lease system, with payback time of about five years.

Game changer

Alex Hill, managing director of Iree Solar, a full systems renewable energy developer and installer, sees this financial arrangement as a major game changer given that in Jamaica, the high start-up cost has long been a deterrent to the use of solar-energy systems. He explains the difference with traditional offerings where the farmer would have to put up his/her holdings as collateral: “Leasing equipment is very attractive to a company because you are able to write off the capital expenditure in its entirety, as well as interest expense, as an expense on your profit and loss. So you don’t have to take a loan with interest accruing, just a straight monthly payment.

“And on their sheet, as a profit and loss, they can write it off as an expense for which they get a tax benefit. This is different from a loan in which you are just taking an amount of money and paying an interest rate on it. So it’s a very attractive option for these farmers.”

However, Hill wants the Government to do more to make investing in solar systems more attractive as although the panels and inverters come in duty-free, there is still 20 per cent duty on solar water heaters, LED (light emitting diodes) lights and solar LED lights.

“These are items which the Government needs to address immediately if they are going to put out the message that they are going to be fostering renewable energy because duty is really hampering the uptake of this equipment,” said Hill.

We were truly impressed with what Phillip Paulwell has done at his home – the conversion to solar as its primary source of electric power.

Mr Paulwell, of course, is not the first person in Jamaica to do this. But as minister with responsibility for energy, his may be a persuasive example for a more robust Jamaican engagement of renewable energy sources, to reduce the use of petroleum that accounts for more than 90 per cent of energy. Oil is not only expensive, but more environmentally pollutant than other fuels.

Additionally, sunshine, as a fuel, is plentiful. The sun is estimated to generate more energy in an hour than the world’s requirement for a year.

The downside of solar energy to power a national grid, as with many renewables, is its supply and distribution instability, and the cost of technology – though declining – is still relatively expensive. The cost will have to reach grid parity with other technologies before it begins to replace other fuels.

Solar beneficial but …

In the meantime, however, some firms and private individuals will find solar a useful and attractive alternative to oil and other hydrocarbons. Some governments may even find it economically, politically and environmentally strategic to encourage its use, which we presume to be the point of Mr Paulwell’s showing off of his solar panels and storage batteries.

Indeed, most people will find extremely attractive, and would be happy to enjoy, an 83 per cent decline in their monthly electricity bills from the light and power company, as has been reported by Mr Paulwell. He now pays around J$4,000 a month.

But there is a catch. Few Jamaicans could upfront the J$2 million that Mr Paulwell invested for his home conversion. Given his past bills, Mr Pauwell will recoup his investment in around seven years and could reasonably enjoy returns on his capital for another eight.

So, as attractive as these numbers seem, the returns are too far in the future and the upfront costs too high to encourage hordes of individuals to leave the national grid for solar. Nor are firms, except for the few for which the economics are compelling, likely to do so in droves.

Mr Paulwell, wearing his energy hat, has to run on many tracks at the same time. He must promote policies that will make solar and other renewables attractive and affordable.

An economically competitive grid

But more urgently, he has to ensure that there is a more efficient and economically competitive national grid.

At around US$0.40 per kilowatt-hour, Jamaica has among the most expensive electricity in the Caribbean. This has been a major contributor to the denuding of the Jamaican manufacturing sector and also has a hobbling effect on services – whose operations are heavily electricity dependent.

There has been much heated debate in recent years on these issues, including, at one point, a decision to proceed with a conversion to natural gas at some of our power plants. The Jamaica Public Service Company has the monopoly for the transmission and distribution of electricity, and won the tender for more than 400 megawatts of gas-fired power plants. That process, however, seems to have run out of steam, as, it appears, have Mr Paulwell’s other energy initiatives.

Energy is too important a matter to be subject to the Jamaican penchant for talk without effective action.

Let’s get serious about reducing Jamaica’s dependency on oil. Photovoltaics (the use of solar panels to create electricity) is one way to go at this time but there are simple things we must and can do before we get there. Solar water heaters, LED bulbs and inverter refrigerators would have a positive effect on the national economy.

For instance, if 50,000 homes used 2000 watt electric heaters (about a 20 gallon system) for 90 minutes per day for 5 years, the electricity consumed in five years would be about 270-million kilowatts (approx. J$10 billion in electricity costs) and this would require about 370,000 barrels of oil (about J$3.3billion) to produce – or about one and one-half barrels of oil per household per year. Oil costs about US$100 per barrel these days and a 40 gallon solar water heater costs about J$95,000 which paints a clear picture.

Solar panels, a possible way for Jamaica to reduce its energy bill.

 

The electric heater used in this example would cost you about J$3,600 each month to run and so, depending on the cost of money, repayment would be about 3 to 4 years.

Whenever a country reduces its “carbon footprint” i.e. reduces the amount of carbon dioxide it generates by burning oil the resultant savings may be a saleable commodity. If that country’s emissions fall below a set quota the unused amount can be sold as carbon credits which can be purchased, privately or on the open market, by entities whose operation generate in excess of their own allotment.

Solar water heaters

All of this is by international convention. My scenario of 50,000 homes replacing electric water heaters with solar water heaters would, over five years reduce the carbon dioxide emissions by about 310,000 tons and this could potentially be sold for about J$540 million.

Imagine if the Government came up with a J$4 billion programme to supply and install 50,000 solar water heaters to replace electric heaters. The reduced oil bill plus carbon credit sales would accrue to about J$3.8 billion to the nation over five years. That is not the end of it. There would be the benefit of job creation (for installation) and taxation of income from the workers involved. It would seem that the short pay-back time for this programme is deserving of consideration.

The Government is aware of the advantages in promoting the use of solar water heaters and the NHT has a very commendable programme of lending up to J$250,000 for 5 years at 3 per cent provided there is a title for the property and the borrower is a current contributor. For the solar water used in this scenario the monthly payment would be less than the savings on the electricity bill! So there is every reason to take advantage of this facility for personal and national reasons. Due to the national advantage, however, the NHT should perhaps consider lending to others and not only current contributors.

LED bulbs

|LED bulbs are currently the most efficient bulbs on the market today. A 5-watt LED bulb is equivalent to a 16W fluorescent bulb (CFL) or a 70W incandescent light. A household using ten 5W LEDs for an average of five hours per day will incur a monthly “light” bill of about J$300 per month for these bulbs. (Fluorescent bulbs to provide the same lighting would cost about J$900 per month.) If this were applied to 50,000 households over five years the LEDs compared with CFLs would save J$600 milllion of oil imports and allow some J$100 million in carbon credit. The five hundred thousand 5W bulbs would cost about J$550 million and each bulb should last for over ten years. This could likely be a feasible project for Government funding. Yes, there was a light bulb scandal before but this does not mean that we must not try again – we must learn from the past. LED bulbs are too cost-efficient to ignore.

One or two 100-watt solar panels can supply all the electricity for LED lighting for a middle class home and further increase the savings in oil and income from carbon credits. Perhaps the local electrical code should consider mandating that lights to be on a sub-panel for easy of separation of lights from the mains supply so that a Solar panel can be easily be used for lighting with mains power as back-up.

If your fridge is about ten years old chances are that you are using twice as much energy as a modern fridge. The most modern energy-efficient fridge – the inverter fridge – uses about 40 per cent of the power of other modern refrigerators. Again, continuing my scenario let’s look at 50,000 inverter fridges. The oil plus carbon credits saved over five years would be as much as J$700 million compared to other modern fridges. Remember that this refers to modern refrigerators and that the savings could easily be twice as much depending on the age and type or refrigerator. So when it is time to replace a fridge this is what you should take into account. An inverter fridge is most cost effective if you supply your own electricity because you can use less panels in your photovoltaic system.

Solar panels

Consider the situation if we go all the way and put 50,000 houses fully off-grid – i.e. supplying their own electricity by solar panels. The cost for the systems would be approximately J$28 billion. Solar panels are now quite cost effective, but batteries are not as economical. That hurdle can be overcome by developing a local industry. Locals are getting into the Lead/Acid battery industry and are targeting the deep cycle battery market. Over a 5 year horizon these systems could save some J$14 billion in oil and carbon credits. This suggests a 10 year payback (oil at US$100/barrel) but how many expect that price to hold for ten years? World oil has peaked – i.e. most readily accessible oil is used up and current supplies are difficult to mine.

Where does all this take us?

Airlift has impacted the shipping business; post offices have scaled down due to the use of email; camera films sales have crashed due to digital cameras; cellular telephony has all but knocked out landline telephony; cable television has reduced movie box office sales; answering machines and computers and automation have put people out of work; and the list goes on and on, and, somewhere, in the not too distant future, the giant power companies will give ground to individual power production. Up until recently (if not still so) Bermuda, an island with near zero unemployment and good financial statistics did not have piped water and instead, homes store roof run off under the building. I now see electricity heading in the general direction of using the top of the building. Yes, Jamaica was one of the first countries in the world to have mains electricity but let us not be the last to recognize the inevitable changes.

So if we spend so much less on oil, even if our earnings remain stagnant, do we get growth? Minister of Energy, Philip Paulwell is well aware of all that is going on in the world of energy and we expect him to guide us through the process of change as he did for telecommunications.

Next time let’s look closer at air conditioning and motor cars and start with the fact that a small conventional automobile produces as much carbon as a small family!
