Dr Vincent Lawrence, head of the Electricity Sector Enterprise Team (ESET), says the Jamaica Public Service Company (JPS) will conclude an agreement with General Electric for the retrofitting of its Bogue power plant in Montego Bay to be fired by liquefied natural gas.

Lawrence said the expected supply cost for LNG to the plant is US$14 per million BTUs, which is about half the US$27 unit cost to supply the plant with diesel, he added.

“We are very excited,” said Lawrence on Tuesday at his third press conference as chairman of ESET – a special body created to execute projects aimed at reforming Jamaica’s electricity market. “We are satisfied that the project is on target for the first quarter of 2016.”

His announcement puts to rest speculation that JPS was still considering a flirtation with propane as an interim fuel before moving to LNG.

The contract being finalised with General Electric is the second major announcement for the 115MW Bogue project, following last week’s disclosure in a market filing by JPS that it had hired Fortress Energy, another American company, to supply gas for the plant.

Last night, JPS said that General Electric would retrofit the plant for LNG, while Fortress would develop the regasification and storage facility. Fortress will also supply the gas.

JPS says the deal with General Electric is valued at US$15 million. However, the power utility was mum on the Fortress transaction, nor would it disclose the price at which Bogue would supply power to the grid under the partnership.

Previously, the company had floated US$80 million as an indicative cost for the full project, but that was before it found partners for the jobs.

Lawrence also announced Tuesday that JPS has got 12 expressions of interest through its request for proposals in June for development of a 190MW plant in Old Harbour, St Catherine, each of which has been issued with material to prepare for bidding on the contract.

Proposals have come in from Jamaica’s state-owned refinery, Petrojam, Royal Dutch Shell, British Petroleum, Clean Core and Fortress Energy. Clean Core was runner-up to Fortress Energy on the Bogue bids.

The plans for Old Harbour have grown more ambitious since the project was first mooted. Now ESET sees itself as the fulcrum for the development of a regional gas hub for the Caribbean that was first discussed in Jamaica during talks with US Energy Secretary Dr Ernest Moniz during President Barack Obama’s official visit in early April.

“Jamaica is trying to become the hub for gas distribution in the region. It is one of the things we are very interested in,” said Lawrence.

“In the request for proposals, we have requested that they provide a perspective on how Jamaica could serve the region. That is one of the things we will be assessing,” he said.

Discussions about such a hub flowed from a study done by Inter-American Development Bank on the regional demand for natural gas and the economics around consistent supply.

Bogue is being converted from automotive diesel oil to LNG. Lawrence said JPS had also looked at propane and ethane as fuel options, but finally decided to convert to LNG immediately.

“They have had meetings with General Electric and GE is on track to carry out conversion. The contract is to be signed early July,” said Lawrence.

The plant conversion will take 26 weeks, or just about six months, from the award of contract.

JPS confirmed the timeline of the first quarter of 2016 for the conversion to be completed.

Lawrence said Fortress will ship gas to the plant weekly from its Miami, Florida, facility to the port in Montego Bay.

For the pipeline to be built by Fortress from the port to the Bogue plant, the preliminary design, engineering, agreements with the Port Authority of Jamaica and authorisation from NEPA are being pursued, the ESET chairman said.

HAS anybody seen an LNG facility lying about? We seem to be missing a couple of liquefied natural gas plants. In this corner of the universe, the mighty Energy World Corporation has more LNG projects on the boil than BHP.
Rivalling the oil majors Chevron and Shell, it has three in Australia, and one project each in Indonesia, the Philippines and Papua New Guinea – according to its presentation materials to the stock exchange – but Energy World’s sharemarket value remains a paltry $737 million. Why is this so?
Either this stock is the greatest bargain since Woodside was a penny dreadful or somebody has been purloining its LNG plants. They are nowhere to be seen. Can there be any other explanation?
One vile and unseemly character has made the scurrilous allegation that Energy World keeps on raising money to build the same LNG plant.

It will never actually build an LNG plant, claims this dastardly off-the-record source. It just says it is building an LNG plant to raise money from unsuspecting sharemarket dabblers.
Surely it was time to rise and defend the honour of Energy World, impugned as it was by such pusillanimous and despicable innuendo.
Alas, our petitions for an audience with chief executive Stewart Elliott at the group’s global headquarters in Hong Kong were to fall on deaf ears. Neither Stewart, nor his crack Energy World team, was available to respond either by phone or email.

How was its ”successful Alice Springs LNG operation” with the Northern Territory Power and Water Corp getting along? We called the NTPWC. ”We no longer have an LNG contract with them.”
How about Energy World’s planned 2-5-million-tonne plant proposed for the Western Province of Papua New Guinea, along with a deep-water port and power station? This development appeared to have been accidentally located – at least in a company presentation – on acreage already pegged by US oil group Talisman.
We called Talisman. ”Regarding your inquiry, we would like to inform you that Talisman has no arrangements with Energy World.”
That was peculiar. The tie-up had been mentioned in the PNG press and an editor told us, ”EWC clearly put Talisman’s part-owned fields in its presentation.”
Energy World rather got ahead of itself in late 2007 when it told shareholders it was ”building” its first LNG plant in Indonesia. It had just raised $100 million with the aid of its trusty broker Tricom Securities.
The following year, it returned to raise another $156 million from the mums and dads. ”Our first 500,000 tonnes per annum LNG liquefaction facility remains on target for production in the last quarter 2009,” was the line.
It banked a further $86.5 million in a share sale to investment guru Richard Chandler last year. The money did not go to waste. Some $200 million left the company in ”property, plant and equipment” payments in 2008 and 2009. Roughly $40 million went to Slipform Engineering (H.K.) Ltd, a company incorporated in the British Virgin Islands and wholly owned by the Energy World chief himself, Stewart Elliott.
Energy World’s latest annual report makes for an interesting read, particularly the related party deals in the rear of the Ernst & Young-audited accounts.
There is a $2.34 million fee for ”executive management services” paid to Energy World’s major shareholder, Energy World International (EWI). EWI is also owned by Stewart. But that’s just for starters.
EWI must have a property division, too, as it leases a couple of properties to Energy World, one being an apartment in Sydney’s leafy Seaforth for $6000 a month.
In true Demtelian spirit there is also a raft of other payments to Slipform: all up $13.4 million departing Energy World in the direction of Stewart’s private companies for ”engineering services” and so forth.
And Stewart’s services must be indispensable, as it appears Energy World has since struck another $US618 million worth of contracts with a suite of Stewart’s companies. More related-party transactions than a Greek wedding, in short.
The good thing for Stewart is that if Energy World ever went bust paying lavish consultancy fees to his other companies, Stewart would still be standing front and centre in the creditors’ queue clutching a humungous proof of debt. Were this to transpire, he would be agreeably placed to claim ownership again of the very LNG equipment he had already sold, and perhaps then vend it into another exciting opportunity to list on the stockmarket.

Perhaps Energy World could try its luck with an LNG plant in the basement of 100 Market Street, Sydney, below the Australian Securities and Investments Commission. An ASIC liquefaction facility would complement its portfolio of projects nicely. Although we must confess the latter, projects that is, have been hard to find.
The South Australian Chamber of Mines and Energy didn’t know anything about the LNG plant proposed for Port Bonython. Nor was the relevant state agency or Quilpie Shire Council aware of Energy World’s impending LNG plant in Gilmore in Queensland.

Finally, though, there were traces of EWC LNG DNA. Upon inquiry into the touted Phase I, 2MTPA LNG plant and 500k pipe proposed development at Abbot Point we got this: ”Energy World Corporation (EWC) is known to the office of the Queensland Co-ordinator-General and EWC is discussing a proposal with officers that relates to Abbot Point. The next steps in progressing this proposal rest with EWC.” Take that, vile sceptics!

 

EWC’s claims have been greatly exaggerated and, although the company has been unable to deliver on its promises and properly inform the market, it is fair to point out that its claims to build an LNG facility in Indonesia are fair dinkum. For the benefit of EWC shareholders, here is an email received overnight from the chief financial officer of Chart Industries in the US:

I can confirm that Chart received a purchase order in June 2007 covering the LNG liquefaction process design together with the supply of proprietary equipment including Cold Boxes, Brazed Aluminum Heat Exchangers, Air Cooled Heat Exchangers and ancillary equipment for four (4) 500,000 tons/year LNG Liquefaction Trains to be installed by EWC in Southeast Asia. The purchase order value was in excess of USD $100 million. The equipment was delivered to EWC on various dates commencing November 2008 with the final piece of equipment delivered in early 2012.
Subsequent to receipt of the above purchase order, Chart and EWC signed a Strategic Alliance Agreement in August 2007 to jointly pursue additional LNG liquefaction projects that EWC will build, own and operate. This Agreement remains in place at this time.

Chart has also provided a similar scope of equipment to EWC for a smaller 160 tons/dayLNG Liquefaction project to be installed by EWC in Australia. This equipment was delivered mid 2011.

Should Business Day receive responses to questions from EWC claims relating to the central Australian operation and PNG operations these will be published.

The Office of Utilities Regulation (OUR) must quickly decide whether it is up to the job it is mandated to perform. If it is not, it must move over and let someone else get on with it.

We especially refer to the agency’s ability to determine Jamaica’s future energy needs, the fuel mix that will meet those requirements at the cheapest cost, and to evaluate bids that will deliver power most economically.

To be frank, this newspaper is not now sanguine of the OUR’s capacity to deliver. Nor are we any more convinced that the Government is appropriately seized of the importance of the urgency with which the matter needs to be resolved.

Or, maybe it is that our people are playing games, or have motives understood only by themselves. For when seemingly rational people engage in irrational behaviour, it is cause to wonder.

There, long ago, appeared to have been consensus on the energy question: that the cost of electricity, at around US$0.42 per kilowatt-hour, makes Jamaican businesses uncompetitive and is a major drag on the country’s economy. So, a substantial lowering of the cost of power, it was agreed, or so we thought, was a national priority.

NATURAL GAS AND HOT AIR

The issue was what would constitute a reasonable lowering of the price of energy, and how this was to be achieved. After more than a decade of haggling and procrastination, it was finally agreed, as official policy, that natural gas would be the fuel of choice.

In 2010, a 480-megawatt gas-fired plant, with appropriate facilities for the storage and regasification of liquefied natural gas (LNG), was put to tender. But that arrangement was abandoned when it was determined that the bidding process may have been affected by conflicts of interest and/or inappropriate behaviour.

Towards the end of 2011, the Jamaica Public Service Company (JPS), which has a monopoly on the transmission and distribution of electricity, was the sole bidder and selectee to build and operate a 360-megawatt plant. But by February this year, the OUR was withdrawing from the arrangement during differences over bond payments and the inability of JPS to source LNG at price points the regulator felt were tolerable.

PROPOSAL EXTENSIONS

In early February, the OUR announced it would accept unsolicited proposals for the power plant.

Five entities filed bids, comprising 14 proposals. The OUR shortlisted three companies, and a final recommendation to the Government should have been done by April 15. But before that time, the process was reopened to allow the consideration of a bid to the Government by a latecomer.

Since then, there have been two extensions to accommodate changes by the OUR to the instructions to the bidding entities. So, instead of completing an evaluation of the bids by August 28, the OUR now says that will happen by September 9.

Overall, the projection for completing negotiations with the successful bidder, by the OUR’s estimate, will be delayed by only a few weeks, thus allowing the construction of the facility to begin in early 2014. This newspaper, however, is not convinced.

At the very least, the entire process has been messy, overlaid by a whiff of amateurism – or worse.

Energy is too crucial to the economy for such sloppy management. Perhaps there is more that people should know than meets the eye.

Sterling Asset Management Limited has been tapped to arrange US$50 million of financing for joint-venture partners Azurest Partners LLC and Cambridge Project Development Inc, if the companies emerge as the preferred bidder for the LNG-compatible plant, the local investment firm has confirmed.

Azurest-Cambridge is one of five bidders short-listed to bid on the project to develop and operate the power plant to supply the national grid.

The Office of the Utilities Regulation (OUR) announced new timelines for the project on Wednesday for construction of the plant to begin at the end of November and for it to be commissioned two years later in December 2015.

The other four short-listed bids as named by the OUR are Armorview Holdings Limited; Energy World International Limited; Jamaica Public Service Company Limited; and Optimal Energy.

The financing to be arranged by Sterling represents just seven per cent of the plant’s development cost.

Sterling’s vice-president of sales and marketing, Kevin Richards, said the Azurest-Cambridge investment is estimated at US$698 million, including working capital, reserves, capital expenditure, and associated project fees.

The targeted financing mix is 70 per cent debt and 30 per cent equity, with most of the funding to be raised outside of the Caribbean region, said Richards, referring to the entire US$698m project cost.

Sterling says it plans to target local institutional investors for the funds to be raised on behalf of Azurest-Cambridge.

“In the past, there have been a number of acquisitions or new investments by foreigners that did not have any local capital market participation, and we feel that a deal such as this would allow medium- to long-term investors more than sufficient return on investment relative to current market offerings,” Richards said.

Azurest-Cambridge has proposed a 388MW capacity power plant to be mounted on sea barges. The OUR tender is for 360MW.

The partners plan to leverage Azurest’s relationships with major US energy players and financial-services firms “gain easy access to the world’s cheapest supply of LNG,” the partners said in their project summary acquired by

Former Contractor General Greg Christie has accused Audley Shaw, opposition spokesman on finance, of a “disregard and total lack of respect for the rule of law” as well as an “unbridled” willingness to mislead the nation.

AZUREST Partners and Cambridge Project Development are saying that natural gas electricity generation can happen in Jamaica in little over a year.

The two firms’ joint submission to the Office of Utilities Regulations (OUR) proposes to use natural gas-fired power barges, which can be built within 12 to 15 months after getting the go-ahead from the Government.

What’s more, they believe that they can access liquefied natural gas (LNG) economically, “because we will have our own LNG source in the US Gulf Coast, the cheapest gas source in the world”.

The idea is to directly feed the power barges located in Jamaica from its fleet of smaller LNG supply vessels.

“Our smaller ships, of a scale appropriate to Jamaica, make our LNG transport process economical,” said Kenneth Allen, managing director of Azurest.

Allen said that his proposal allows for a modular approach to building out the generating capacity — each barge can provide 100 megawatts (MW) of capacity — but if allowed to build all of the 400 MW, its LNG-fired plants could save the country US$415 million annually.

“If we are allowed to put in all of our 400 MW of clean LNG high-efficiency generation capacity, then we should be able to reduce the price paid by the Jamaican public by at least 10 US cents (from 40 US cents to about 28 US cents), or about 25 per cent across the whole country,” he said.

Five entities have presented proposals to the OUR in response to its announcement in February that it would review proposals to supply generation capacity.

The OUR aims to advise the Government of the final results of its analysis on Monday.

Jamaica Public Service Company (JPS) also submitted three proposals for consideration by the OUR, according to the power company’s CEO, Kelly Tomblin.

The proposals are for the construction of 360 MW of new generation capacity, using combined cycle technology and a combination of fuel sources: natural gas as primary fuel, with Automotive Diesel Oil (ADO) as backup fuel; natural gas as primary fuel with inlet air cooling power enhancement, and ADO as backup fuel; and Liquefied Petroleum Gas (LPG) as the primary fuel.

However, Wartsila Caribbean, which is the proposed technology provider for three of the bids, including the Cambridge/Azurest joint venture, has said that its reciprocating engines are a good deal more efficient than the combined cycle gas turbines (CCGT) being proposed for use by JPS.

The reciprocating engines could save over US$100 million a year more than the proposed CCGT, according to Wartsila Caribbean Vice-president Rodney George — and that’s even without LNG.

“Bogue is a living example where the CCGT plant has a combined cycle efficiency of only 40 per cent,” said George. “In comparison, the JEP (Jamaica Energy Partners) West Kingston plant with Wartsila reciprocating engines, have a simple cycle efficiency of close to 45 per cent… regardless of what fuel is utilised, be it LNG, LPG, or ADO, the efficiency quotient remains the same.”

Despite suggestions to the contrary, JPS is confident that combined cycle technology is of far greater benefit to the country than other options being considered, such as diesel engine technology, according to the JPS boss.

“While we haven’t seen the other proposals, our information shows that CCGT not only offers lower overall costs through greater efficiency and lower operating and maintenance costs. It is also more environmentally friendly,” Tomblin said. “Although JPS and the GOJ continue to evaluate all potential gas supply options, if the immediate supply options for LNG do not result in the desired reduction in electricity charges, LPG (Liquefied Petroleum Gas) is a great option.

“LPG is more accessible right now and can be easily incorporated in our long-term plans for fuel diversification and price reduction,” she added. “The current prices show LPG providing attractive cost reductions for our customers.”

In the meantime, George proposes that the use of backup liquid fuel such as heavy fuel oil (HFO) is “not far-fetched given the uncertainty of securing LNG or LPG supplies”.

Allen said that if the other bidders aren’t using LNG, “they are probably not the lowest cost solution for the Jamaican electricity consumer”.

Cambridge is a developer of energy and environmental infrastructure projects focused on the Caribbean and has in-house experience successfully developing over US$2 billion in projects in the Caribbean Basin, as well as the long-term management of over 12 independent power plants.

Azurest Partners is a financial advisory and capital-raising firm, where team members have collectively raised over US$900 million in equity and US$2 billion in debt financing for clients in the US, UK and Africa.

The Office of Utilities Regulation (OUR) last night opened a window of opportunity for firms wishing to submit proposals for a new electricity generating plant that would use liquefied natural gas (LNG) as its main fuel source.

According to the regulator, it will complete its review of the current proposal by the Jamaica Public Service (JPS) and other expressions of interest by the end of next month.

“Following the completion of this review, the OUR will formulate an opinion as to the feasibility of the offers and advise the Government whether it is worthwhile to proceed to finalise negotiations with any of these companies, including JPS,” the State agency said in a news release.

“This gives all entities which have expressed an interest, including JPS, a window of opportunity for a review of their proposals before the OUR returns to the market, if necessary,” the regulator said.

“The OUR will then await Government’s decision whether to sole source the project, which seems most feasible by way of readiness and also achieves the overall objective of reducing electricity prices in the shortest time. If such a project cannot be identified, then the OUR will go back to invite public tender,” it added.

The decision comes after the OUR, on February 1, informed the JPS and its shareholders that it had terminated the request for proposal (RFP) process in relation to the 360 MW project.

The OUR said it ended the process after JPS missed a third deadline on January 30 to complete the requirements under the RFP for the 360 MW project and had requested a 30-day extension.

But the JPS explained that the project scope changed significantly since 2011 when it was granted approval to proceed with construction of the plant.

“JPS’ role initially was simply to construct the plant, but late last year the company was asked to take on the additional responsibility of identifying a supplier and managing the process of procuring the LNG,” the light and power company’s President and CEO Kelly Tomblin said, adding that JPS has not participated in fuel procurement in the past.

Tomblin said that, despite her company’s best efforts, the market is not supporting earlier estimates of LNG prices as low as $8.50 mmbtu. “We have received indicative prices of upwards of $12.50 mmbtu for LNG and the related infrastructure, which we estimate would result in a reduction of approximately 20 per cent in electricity costs,” she explained.

Last night, the OUR said it has given JPS until Friday, March 15, to submit details of an alternative proposal for provisioning of electricity generation capacity.

“This was in response to a letter, containing a broad summary of its latest offer, sent on Thursday, January 31, 2013 by the JPS,” the OUR said, adding that it has advised the responsible minister of this process and he is in concurrence.

The OUR said that several other companies have expressed interest in providing electricity (generation capacity) since the termination of the RFP process.

“Those companies have also been given until March 15, 2013 to concretise their unsolicited submissions into firm proposals,” the regulator said.

“A meeting was held with JPS, following which the OUR informed the company that it would be allowed to submit the details of what is now considered an unsolicited proposal. The OUR will only entertain firm proposals in a state of readiness to be finalised with minimal negotiations. The proposals must be to provide electricity only and must be accompanied by the relevant fuel supply and other financing agreements,” the regulatory agency said.

The Office of Utilities Regulation has formally cancelled its agreement with JPS for development the 360 MW liquid natural gas plant, but the power company said Tuesday that the decision does not mean an end to the energy project.

Jamaica Public Service Company presented a modified version of the development to the OUR last Thursday, but would not say whether that plan still banks primarily on LNG for the plant ahead of feedback from the regulator on its proposal.
