Concentrations of CO2 in the Earth’s atmosphere surged to a record high in 2016, according to the World Meteorological Organization (WMO).

Last year’s increase was 50% higher than the average of the past 10 years.

Researchers say a combination of human activities and the El Niño weather phenomenon drove CO2 to a level not seen in 800,000 years.

Scientists say this risks making global temperature targets largely unattainable.

This year’s greenhouse gas bulletin produced by the WMO, is based on measurements taken in 51 countries. Research stations dotted around the globe measure concentrations of warming gases including carbon dioxide, methane and nitrous oxide.

The figures published by the WMO are what’s left in the atmosphere after significant amounts are absorbed by the Earth’s “sinks”, which include the oceans and the biosphere.

2016 saw average concentrations of CO2 hit 403.3 parts per million, up from 400ppm in 2015.

“It is the largest increase we have ever seen in the 30 years we have had this network,” Dr Oksana Tarasova, chief of WMO’s global atmosphere watch programme, told BBC News.

“The largest increase was in the previous El Niño, in 1997-1998 and it was 2.7ppm and now it is 3.3ppm, it is also 50% higher than the average of the last ten years.”

El Niño impacts the amount of carbon in the atmosphere by causing droughts that limit the uptake of CO2 by plants and trees.

Emissions from human sources have slowed down in the last couple of yearsaccording to research, but according to Dr Tarasova, it is the cumulative total in the atmosphere that really matters as CO2 stays aloft and active for centuries.

Over the past 70 years, says the report, the increase in CO2 in the atmosphere is nearly 100 times larger than it was at the end of the last ice age.

Rapidly increasing atmospheric levels of CO2 and other gases have the potential, according to the study to “initiate unpredictable changes in the climate system… leading to severe ecological and economic disruptions.”

The study notes that since 1990 there has been a 40% increase in total radiative forcing, that’s the warming effect on our climate of all greenhouse gases.

“Geological-wise, it is like an injection of a huge amount of heat,” said Dr Tarasova.

“The changes will not take ten thousand years like they used to take before, they will happen fast – we don’t have the knowledge of the system in this state, that is a bit worrisome!”

According to experts, the last time the Earth experienced a comparable concentration of CO2 was three to five million years ago, in the mid-Pliocene era. The climate then was 2-3C warmer, and sea levels were 10-20m higher due to the melting of Greenland and the West Antarctic ice sheets.

Other experts in the field of atmospheric research agreed that the WMO findings were a cause for concern.

“The 3ppm CO2 growth rate in 2015 and 2016 is extreme – double the growth rate in the 1990-2000 decade,” Prof Euan Nisbet from Royal Holloway University of London told BBC News.

“It is urgent that we follow the Paris agreement and switch rapidly away from fossil fuels: there are signs this is beginning to happen, but so far the air is not yet recording the change.”

Another concern in the report is the continuing, mysterious rise of methane levels in the atmosphere, which were also larger than the average over the past ten years. Prof Nisbet says there is a fear of a vicious cycle, where methane drives up temperatures which in turn releases more methane from natural sources.

“The rapid increase in methane since 2007, especially in 2014, 2015, and 2016, is different. This was not expected in the Paris agreement. Methane growth is strongest in the tropics and sub-tropics. The carbon isotopes in the methane show that growth is not being driven by fossil fuels. We do not understand why methane is rising. It may be a climate change feedback. It is very worrying.”

The implications of these new atmospheric measurements for the targets agreed under the Paris climate pact, are quite negative, say observers.

“The numbers don’t lie. We are still emitting far too much and this needs to be reversed,” said Erik Solheim, head of UN Environment.

“We have many of the solutions already to address this challenge. What we need now is global political will and a new sense of urgency.”

The report has been issued just a week ahead of the next instalment of UN climate talks, in Bonn. Despite the declaration by President Trump that he intends to take the US out of the deal, negotiators meeting in Germany will be aiming to advance and clarify the rulebook of the Paris agreement.

WITH ECONOMIES under threat due to climate change and prevailing high production costs, the recent Caribbean Sustainable Energy Forum (CSEF) served as a call to urgent action to realise energy efficiency and energy sustainability within CARICOM.

Kim Osborne of the Executive Secretariat for Integral Development at the Organisation of American States, said it is past time that talk be translated into action.

“There is always the challenge of maintaining a healthy balance between dialogue and implementation. Several studies and reports have noted that our region faces an ‘implementation deficit’, but I would venture to say that the region also suffers from a ‘dialogue surplus’,” she noted.

She was addressing participants at the Caribbean Sustainable Energy Forum (CSEF), held in The Bahamas last week.

“There is a serious mismatch between meetings and results in our region. My point here is twofold: that dialogue is not an end to itself, and that dialogue that does not lead to action and to results is meaningless,” Osborne added.

At the same time, she said that energy must not be looked at in isolation, but rather in the context of sustainable development.

“In the normal course of things, energy is not provided in a vacuum. It impacts and is impacted by several factors, such as poverty, water availability, disaster risk, climate change, health, education and human resource development, human rights, and coastal and marine management,” Osborne said.

“I am proposing that to the fullest extent possible, an integrated approach should be adopted towards the goal of sustainable energy management,” she added.

For his part, Dr Devon Gardner, programme manager for energy with the CARICOM Secretariat, emphasised three things – partnership, integration and action.

“The partnerships are not just for the CSEF, but with the World Bank and the United States Government, we are able to implement the Caribbean Sustainable Energy Road Map ad Strategy (C-SERMS) platform … . Because of partnerships, we have been able to work with the member states,” he said.

UNITY MAKES SENSE

On integration, he noted: “The CARICOM secretariat is really there to serve the member states. We do what the member states require to get the job done. The CARICOM is a group of countries within the Caribbean that we want to do some things together because it makes sense for us to work together to achieve mutual and shared objectives. And the role of the secretariat is to help the member states to realise this objective.”

Added Gardner: “We believe that all that CARICOM desires – from economic development to climate resilience to social resilience to security – is underpinned by having a strong energy sector … . We see energy as a critical part of the regional integration tool.”

In the end, Gardner said there was no question of realising C-SERMS energy targets that include 47 per cent renewable power capacity by 2027 without urgent action.

A number of regional leaders – among them Dr Regilio Dodson, Minister of Natural Resources in Suriname – have noted their support for an integrated and unified approach to the energy efficiency and sustainability in the region.

“We should work together … . We have to actively promote success stories … and learn from each other and go together and try to determine what is for our region the best way forward,” he said.

“If we work together to get this going and get the cooperation between CARICOM countries going, then we will have our energy security in our own hands, ” he added.

Among the topics explored over the three days of discussions at CSEF 2017 were ‘The CARICOM Energy Policy Road Map and Strategy: Shifting the C-SERMS from Concept to Action’; ‘The Regulator Within the Integrated Resource Planning Process’; and ‘The CARICOM Energy Transition: Lessons from the Last Five Years’.

The forum also saw the meeting of regional working groups on key thematic areas, including information and knowledge management, finance, capacity building and research, as well as policy and regulations.

THE average Jamaican, while being aware of worsening beach erosion, hotter temperatures and an increased mosquito population, does not necessarily know that excessive amounts of green-house gases belched into the air by industrial processes is at the root of the problem. Neither does he know how to address it.

For that reason, the Government has declared November 28 – December 3 Climate Change Awareness Week and plans to engage policymakers, business leaders, academia, the media, young people and the wider public through a series of events.

“Climate Change Awareness Week is designed to build awareness about climate change and its impacts,” chief technical director in the Ministry of Economic Growth and Job Creation Lt Col Oral Khan told the Jamaica Observer on Monday.

“The climate is changing already and will continue to change and if we’re not prepared the effects will be disastrous for us,” he added.

The slate of activities for the week includes a journalism training workshop, a two-day workshop for the scientific coomunity at the University of the West Indies Regional Headquarters, a meeting with members of the Youth Environmental Advocacy Programme (YEAP) and high school students from across the country, a session with permanent secretaries, and a two-day Climate Smart Expo at Emancipation Park on December 2-3.

The week coincides with a regional outreach visit to Jamaica by the Intergovernmental Panel on Climate Change (IPCC) intended to:

1. Raise awareness in the region about the IPCC, its role, activities and workplan for the Sixth Assessment Report (AR6);

2. Present the outcome of the Fifth Assessment Report AR5 and demonstrate how climate change is affecting the region;

3. Enlist the participation of the local science and research community in climate research and encourage regional participation in AR6; and

4. Foster a better understanding among the news media about climate science, solutions to climate change and the IPCC process.
