Prime Minister Andrew Holness is optimistic that Jamaica will become the hub for gas in the Caribbean and promises that his government will be strategic in its efforts to diversify the country’s energy sector.

“Renewables will have to feature in a far greater way in our energy mix. The falling oil prices give us a window of opportunity to bring in new technology, to bring in new investors,” he said yesterday during an interview with Jamaican journalists at the US Caribbean Central American Energy Summit in Washington, DC. The summit was held at the Department of State.

“The emphasis (will be) on diversification in ensuring that we are the hub that will reduce our exposure to volatility,” he said.

Holness, along with other regional leaders, met with United States Vice President Joseph Biden yesterday morning for a Caribbean Heads of Delegation meeting. He said the exchange has given him some insight into how other countries in the region are using alternative energy for their electricity, water, and transportation sectors.

“I think we will have to look more closely at our transportation sector, particularly the JUTC (Jamaican Urban Transit Company), which are fairly heavy users of oil and heavy fuel, to see how best we can get energy efficiency from diversifying their fuel use,” he said.

 

BURDEN FOR JAMAICA

 

The prime minister noted that energy has been a burden for Jamaica for many years, but he believes that several initiatives implemented by Biden and US President Barack Obama over the years have contributed to finding solutions to the problem. Obama reinforced his administration’s commitment to assist the region with exploring clean-energy solutions when he launched the Task Force on US Caribbean and Central American Energy Security during his visit to Jamaica in April 2015. Just a few months prior to the launch of the task force, Biden hosted the first US Caribbean Central American Energy Summit.

The US has provided clean-energy finance for countries such as Jamaica through the Overseas Private Investment Corporation and the USAID. The US-owned BMR Energy is also currently building a 34-megawatt greenfield wind farm in St Elizabeth valued at US$90 million.

“What we have said at these seminars is that Jamaica is open for investments in the energy sector,” said Holness.

The prime minister said discussions with Biden went very well as they reviewed progress made in the local energy sector last year and discussed plans for this year. He noted that there are some imperatives that the Jamaican population would have to become aware of such as the strong global movement towards clean energy.

“What is clear is that there is great appreciation for what we have done as it relates to our regulations, making it attractive for investments in the energy sector to come to Jamaica,” he said.

Caribbean countries have quietly started a green revolution and are now leading the way for other small island developing states in the global effort to limit the rise of global temperature to 1.5 degrees Celsius. While challenges remain, five months after the historic climate agreement in Paris, they remain committed to saving energy and investing in renewables.

Some may argue that at a time when oil prices are low, there are incentives to slow this effort down. But, on the contrary, this is the time to take advantage of the savings and move further on their ambitious vision for the future. And that is precisely what they hope to do at this week’s US-Caribbean-Central American Energy Summit, hosted by US Vice-President Joe Biden.

The Caribbean finds itself at a turning point. The road ahead won’t be short: despite a substantial push for clean energy, renewables still contribute less than 10 per cent of electricity production in the Caribbean.

Ever since last year’s first summit, commitments have translated into concrete actions from leaders. They have played a major role in promoting clean energy development, energy efficiency and climate resilience throughout the region. With the support of regional and international institutions, such as Caricon and the World Bank, Caribbean countries have started a transition to clean-energy alternatives.

Solar power continues to expand as technology improves and production costs plummet. Wind energy is also growing as production has become more commercially viable and technology can now better manage the unpredictability of wind and solar resources.

Eastern Caribbean countries are breaking down barriers to all renewables and are even actively exploring geothermal energy as a way to power their country in a reliable, clean and cost-effective manner. Exploratory drilling and preparatory work is happening in Dominica, Grenada, Monserrat, St Lucia, St Kitts and Nevis, and St Vincent and the Grenadines.

It is important that these transitions to renewable energy go hand in hand with efforts to improve efficiency and reduce cost. Caribbean governments know the importance of reducing inefficiencies by modernising electricity distribution companies and grid systems, and through simple measures such as making buildings more energy efficient and using high-efficiency air conditioners and LED light bulbs.

This is particularly crucial in the Caribbean, where many countries spend more than five per cent of their income in oil imports but still cannot fully satisfy demand. The uncertainty around the future for oil prices and of concessional oil financing make it even more important for small Caribbean economies to diversify their sources of energy.

Gains in energy efficiency help the private sector develop and become more competitive. Even with current low oil prices, electricity prices around the region average over US$ 0.25 per kWh – about three to four times more than what is paid in the US or other developed countries.

For small, tourism-dependent islands like Barbados, where air conditioning alone accounts for 48 per cent of hotel electricity consumption, continued gains in energy efficiency will help businesses cut costs and make the hotel industry more competitive.

At a time of global economic slowdown, this is a powerful example of how green energy can strengthen budgets, stimulate economies and unleash sustainable growth.

The private sector can also play an important role in developing the energy sector, through public-private partnerships (PPP). In Dominica and St Lucia, the World Bank is working with the government in helping de-risk power generation investments, develop bankable PPP deals and attract qualified private sector developers. In Jamaica, a 36-megawatt wind farm has received US$63 million in funding from the World Bank’s International Finance Corporation and other donors.

Increasingly, small island states are being confronted with extreme weather events and with the rise in sea level, it makes it more and more important to invest in energy resilience to ensure that infrastructure and systems are robust and well protected when natural disasters occur.

Caricom, together with the World Bank Group, the United States and others, have been working on establishing a regional one-stop shop to provide greater access to information on technical resources, streamline financing, and improve coordination and transparency.

At this year’s summit, leaders have an important opportunity to build on the momentum. Progress on this front holds great promise for the region. By transforming into a model of renewable energy, the Caribbean can show the world how to generate green growth that is sustainable and supportive of the poor and vulnerable.

Kamina Johnson Smith, minister of foreign affairs and foreign trade, will this Friday represent Jamaica during the official signing of the Paris climate-change agreement in New York, following last November’s conference in France.

Some 200 countries had gathered in Paris for the COP 21 climate conference and, in December, adopted the new agreement, which aims to limit carbon emissions.

Clifford Mahlung, project administrator at the Climate Change Division in the Ministry of Economic Growth and Job Creation, told The Gleaner that the signing is a significant step towards strengthening the work that has started to mitigate the effects of climate change.

“We will be among the other heads of state who will be there. This is the first step towards becoming a party to the Paris agreement because this has to be followed up by ratification,” he said.

“The process towards ratification will require government approval, and so that process is on the way. We should be complete before the year ends.”

Mahlung said now that the agreement is open for signature by the parties to the convention, United Nations Secretary General Ban Ki-moon has been asked to convene a crucial ceremony, which will be attended by United States President Barack Obama, among others.

 

NEED FOR SENSITISATION

 

Making reference to a post-COP 21 discussion held last week at the Four Seasons Hotel in New Kingston, Mahlung said it was important that Jamaicans are sensitised to the importance of the agreement, especially as it relates to carbon emissions.

“With the significance of COP 21, we decided to have this discussion one week before the official signing. This new climate-change agreement builds on the convention and provides the basis which will accommodate further work, with respect to the climate-change process,” Mahlung said.

The agreement itself consists of many areas, including the new long-term goal in keeping future temperatures well below 2˚C and pursuing efforts to keep those temperatures as close to 1.5˚C as possible.

“Even though we contribute less than one per cent to the global emissions, it is important that we do our part to control our energy output, which will signal to the emitters that we are serious about climate change, which will mean also that they have no excuse but to reduce their emissions as well,” he said.

Michigan, USA (AP) — Michigan environmental regulators are poised to allow the Marathon refinery in south-west Detroit to increase emissions of at least eight air pollutants.

The state Department of Environmental Quality said it proposes to approve revised permits for refinery modernisation and expansion that would increase emissions of oxides of nitrogen, carbon monoxide, volatile organic compounds, small particulate pollution and sulfuric acid mist.

This, on the heels of the Paris climate talks in December where 195 countries, including the US, agreed to reduce carbon and other greenhouse gas emission with a view to keeping global temperature rise this century well below two degrees Celsius and driving efforts to limit the temperature increase even further to 1.5 degrees Celsius above pre-industrial levels.

The proposal would increase emissions of sulfur dioxide in an area that the US Environmental Protection Agency (EPA) has designated as being out of compliance with federal air pollution standards, the Detroit Free Press reported, but the agency’s analysis of Marathon’s permit requests notes that the emissions increases all fall within allowable state and federal regulations. The permit requests involve installation of equipment by Marathon to produce lower sulfur gasoline that will meet new EPA standards.

“The project will enable the facility to produce fuels that comply with the EPA regulation by reducing sulfur dioxide emissions from gasoline,” Marathon spokesman Jamal Kheiry said in an e-mail to the Free Press.

Kheiry added that the refinery’s emission levels “will continue to be well below those allowed under its existing permit”. Changes at the facility triggered the DEQ’s permit process.

Four Detroit-area state senators — Coleman Young II, Morris Hood III, Bert Johnson and Vincent Gregory — want the DEQ to reject the permits.

“When we allow our refineries and coal-fired power plants to belch toxic fumes into our neighbourhoods, we set ourselves up for a legacy of poor health and skyrocketing medical bills,” said the lawmakers, all Democrats.

Ray Holland, 60, who has lived in a nearby neighbourhood his whole life, doesn’t like the idea of the proposed changes.

“I think they should leave it like it is — or put more pollution controls on it,” he said of the refinery.

The DEQ plans an information session and public hearing tonight at the River Rouge High School auditorium in nearby River Rouge. The agency plans to consider public comments prior to taking final actions on Marathon’s permit applications.

Small island states lost out to their larger, more industralised seniors at COP21.

 

The results of the climate change conference in Paris (COP21) give no reason for small island states to cheer. The agreement reflects many promises and little action.

The one item of concrete action is merely an undertaking to evaluate carbon emissions every five years — and even that has no teeth.

What is not in the agreement is a firm, legally binding commitment to limit average global temperature increases to 1.5 degrees Celsius. Also, not in the agreement is a legally binding commitment to provide developing countries with the funds needed to adapt to, and mitigate against the effects of climate change.

There isn’t even a commitment to a fund, in the sum of US$100 billion a year, that was frequently touted before the conference began.

Once again, the industrialised nations of the world — the worst polluters — took advantage of the weakness of the smallest countries of the world, which are the least polluters and the biggest victims of climate change.

To their credit, though, through the Alliance of Small Island States (AOSIS), representatives of small states did put up a good showing in Paris. Armed with the latest statistics and bolstered by a structured expert report released by the UN Framework Convention on Climate Change, they argued for the containment of global warming to 1.5 degrees Celsius, showing that, at 2 degrees, destruction would be widespread and irreversible. But, in the end, despite all the hoopla, applause and celebration, small states lost.

Representatives of AOSIS countries might have been flattered by a brief visit to them by US President Barack Obama, when he declared: “These nations are not the most populous nations, they don’t have big armies, they have a right to dignity and sense of place.” But, while President Obama was undoubtedly sincere in what he said, he also knew, even as he was saying it, that he could not deliver ratification by the US Congress of any agreement that limited carbon emissions or bound the US legally to warming no higher than 1.5 degrees Celsius.

So, the world has a so-called agreement, still to be ratified by the 196 participating countries, that only expresses an objective to limit global warming to “well below two degrees above pre-industrial levels”. The goal of 1.5 degrees Celsius, as described by Amber Rudd, the British minister for energy and climate change, is merely “aspirational”. In making her statement that the target of 1.5 degrees is aspirational, the minister was sending a clear signal to the British industrial world that driving down carbon emissions from fossil fuels is not an immediate objective and therefore will not affect their business.

In truth, the climate change action plans submitted by 188 countries would lead to a temperature rise as high as 2.7 degrees Celsius. And, if that is not bad enough, the signatories to the Paris agreement are under no legal obligation even to meet that objective; they are legally free to enlarge carbon emissions further. So, no cause for small island states to celebrate over that one, and profound reason for them to worry.

At three degrees, the size of islands will shrink, productive areas will be under water, people will have to move habitats inland and many will be forced to migrate, legally and illegally. We have to hope that all the scientists who predict this scenario are wrong.

On the money side, the developed countries declined to insert into the Paris agreement their often-made oral commitments to transfer funds to poorer countries in order to help them adapt. Yet, all the studies show that even the US$100 billion a year that was promised would not be enough to help developing countries build up a power system quickly or cheaply enough on renewable energy sources rather than coal or oil. Incidentally, even if the US$100 billion a year fund was achieved, access to it by small states in the Caribbean would be long and arduous, particularly if the criterion of “per capita” income continues to be applied as it is now by international financial institutions. The portion available to the Caribbean region would be a small fraction of the total sum.

Some may argue that there are two aspects of the Paris agreement that are beneficial to small states, therefore, attention should be paid to them. The participating countries recognised “the importance of averting, minimising and addressing loss and damage associated with the adverse effects of climate change, including weather events and slow onset events”. But, liability is completely ignored because it was opposed by the polluting industrialised countries. Recognition of a problem is far removed from committing to action to cure it.

Then there is the single binding legal requirement in the agreement. Every country is now required to come back every five years with new targets for reducing their carbon emissions. But there is no sanction if they fail to meet their previous commitment, and no sanction if they simply carry on business as usual.

COP21 in Paris may have been a triumph for some nations, but no self-respecting small island State should claim any satisfaction.

That is why each small State, individually and within the many organisations in which they are members — including AOSIS, the Commonwealth, La Francophonie, the Organization of American States and others — must now redouble their efforts to work on the developed country governments, but also to move beyond them to the conscience of the people of the industrialised world.

This is about survival and development — two defining challenges of this century for small states. It is the work of everyone; governments, businesses and civil society, all are involved and all could be consumed.

Daley: I think there is a movement towards a text, which says the developed countries must continue to live up to the essence of the Convention.

Up to late last evening, it was still anyone’s guess as to the precise nature or strength of the climate agreement that is to emerge from Paris.

What was clear was the refusal of Caribbean and other small-island developing states (SIDS) to accept a deal that does not take full account of their particular needs in the face of climate-change impacts that could devastate entire economies and significantly reorder life as they know it.

Still, there is some willingness to compromise in the interest of reaching consensus, without which there can be no deal.

“A text was prepared [on Wednesday] and was more or less accepted in terms of its content as something that we can work on,” said Albert Daley, head of the Climate Change Division and a member of the Jamaica delegation to the international negotiations.

The ‘text’ is the label used to describe the intended outcome document while it is being negotiated.

“Having looked at it, there are a number of issues that we were concerned about … we were adamant that 1.5 [degrees Celsius as a cap in global temperatures] has to be in the agreement,” he added.

However, Daley said further: “We are conscious that there are some parties who are saying less than two [degrees Celsius], and so in the agreement that evolved, there was one option which spoke to well below 2 degrees C with the intent to move to 1.5 degrees C. That seemed like something that we would be willing to compromise on if we have to.”

They are also intent on ensuring that whatever the final agreement, it is one that recognises the special circumstances of SIDS. But as with other elements of the draft text, there is a battle raging.

“We are in a fight against other countries who say they are vulnerable. The Latin American countries – the Central American countries – are saying that they are vulnerable. Other countries, too, are claiming they are vulnerable and needing to get the same kind of special treatment. But we are insisting that SIDS have to be mentioned as a group of countries that have special circumstances that necessitate us being treated in a special way,” said Daley, who was in deliberations until 5 a.m. yesterday.

“Very few countries are like us. If we have a storm, other countries can retreat to the hills and continue life as normal. With us, the whole country is impacted,” he added.

 

WRANGLING OVER FINANCE

 

Meanwhile, there is yet more wrangling over finance – which SIDS want to be adequate, predictable and sustainable – as countries debate who should pay and how much.

“The countries that are responsible for the climate-change problem will have to take responsibility for contributing to helping countries to deal with the issue. What we are saying is that the developed countries, they were the original cause and they must finance it, according to the Convention (United Nations Framework Convention on Climate Change),” explained Daley.

“But they (the developed countries) are now saying you have some newly developed countries who have resources and, therefore, they should contribute to helping to address climate-change concerns. And they (those other countries) are saying, ‘No, the Convention says you (developed countries) are responsible and, therefore, should bear the brunt of it’,” he added.

Still, despite the cut and thrust of the talks, Daley was optimistic.

“I think there is a movement towards a text which says the developed countries must continue to live up to the essence of the Convention, which says we have common but differentiated responsibility … . And we are moving towards a state where other countries can voluntarily contribute financing where they are able to,” he noted.

“We are looking forward – having made our inputs to what we feel are reasonable bridging positions – to see what [the new draft text] looks like, and that would now provide the basis for the final round [of negotiations],” Daley added.

On the opening day of the COP21 global climate change meeting in Paris, Bill Gates and Mark Zuckerberg have announced they have joined together with other private investors to help fight climate change by investing in renewable energy. The Breakthrough Energy Coalition will provide financial support to companies that take clean energy innovations out of the laboratory and commercialize them, the main idea being to accelerate progress on clean energy development.

“The world is going to be using 50 percent more energy by mid-century than it does today” said Mr Gates on his gatesnotes blog. “That should be good news, especially for the world’s poorest, because right now more than 1 billion people live without access to basic energy services. Affordable and reliable energy makes it easier for them to grow more food, run schools and hospitals and businesses, have refrigerators at home, and take advantage of all the things that make up modern life. Low- and middle-income countries need energy to develop their economies and help more people escape poverty. But the world’s growing demand for energy is also a big problem, because most of that energy comes from hydrocarbons, which emit greenhouse gases and drive climate change. So we need to move to sources of energy that are affordable and reliable, and don’t produce any carbon.”

Mr Gates added that although current renewable energy technologies, like wind and solar, have made a lot of progress and could be one path to a zero-carbon energy future, given the scale of the challenge, the world needs to be exploring many different paths, and that means it also needs to invent new approaches. These energy breakthroughs will be made by private companies, but their work will rely on the kind of basic research that only governments can fund.

Ways in which to promote clean energy innovation

Earlier in the year, Mr Gates set out on his blog three important ways in which to promote clean energy innovation – incentives, markets and treating poorer countries fairly.

The first of these involves governments drastically increasing their funding for research on clean energy solutions. At present, only a few billion dollars are spent per year on researching early-stage ideas for zero-carbon energy, when really, the world should be spending two to three times as much. Gates said that governments should be doing this for the public good and that the benefits of doing so are “far greater than the amount that the inventor can capture.” Expanded government support for energy research will also lead to more private investment. Gates has invested in companies developing new batteries and other energy storage solutions and also companies developing advances in solar power technology. However, governments need to act quickly on this because these energy transitions are time-intensive.

The second important step is to ensure that energy prices reflect the full impact of emitting carbon. At present, the market does not factor in ‘negative externalities’ – the costs to health and the damage to the environment caused by greenhouse gas emissions. If these costs are reflected in the price, renewable energy will become more competitive with fossil fuels and that in turn will attract more investors to the market. Governments should support this process by creating incentives to develop new solutions while also ensuring certainty in the market so that energy companies can plan ahead and enact the transition to zero-carbon energy.

The third step is to recognize that, at this late stage when climate change is already starting to have disastrous effects on the world, it will continue to hit the poorest people in the world hardest. This means that those countries that have done most to create this problem should spend the most to invest in mitigation and help poorer countries to adapt. The Gates Foundation is now doing this by helping small farmers in poorer countries to adjust to hotter and more unpredictable weather by increasing productivity.

The Breakthrough Coalition

The Breakthrough Coalition consists of some of the world’s top investors who have joined together in the understanding that technology will help to solve the world’s current energy issues, particularly the urgent issue of climate change. This requires an aggressive and urgent global program of zero-emission energy innovation based on a model of public-private partnership between governments, research institutions, and investors. It will involve large funding commitments with a key role being played by governments, with aggressive increases in funding for basic and applied energy research. Current levels of government funding are insufficient.

The coalition is focused on the creation of a network of private capital intended to drive forward the transition to an advanced energy future. It is doing this by concentrating on providing investment for early stage companies, involving early investment through seed, angel and Series A investments, with commercial capital expected to take over in the later stages once the investments are de-risked. It will invest in a number of sectors, including electricity generation and storage, transportation, industry, agriculture and energy efficiency. The aim is to boost the development of novel technologies and innovations that make existing technologies more efficient, scalable or help to reduce costs. Given that most of these innovations will come through government research pipelines, the coalition has decided to focus its investments on countries participating in the Mission Innovation international initiative.

Mission Innovation

Mission Innovation was also launched on the opening day of COP21. It consists of a commitment by20 countries to invest in clean energy research and its aim is to “reinvigorate and accelerate global clean energy innovation with the objective to make clean energy widely affordable.” The initiative will seek to double government funding for clean energy innovation in each of its member states

PATTERSON… we have great cause to be concerned about the effects of climate change

 

NASSAU, Bahamas (CMC) — Former Jamaican Prime Minister P J Patterson says there is need for strong political awareness of the relevant issues related climate change and disaster risk considerations.

Patterson, who spoke at the opening of the 9th Caribbean Conference on Comprehensive Disaster Management earlier this week, encouraged politicians to foster close collaboration with regional agencies with mandates regarding climate change.

“Political awareness and support are key in order to ensure full support at the highest level of Governments for appropriate allocation of national funds to address these issues.

According to Patterson, the region is fully aware of the challenges linked to climate change, as faced by small island developing states .

“Our regional Heads of Government and our people are well-acquainted, many of us through adverse experiences, with the challenges our countries face as small island developing states in a highly hazard prone region of the world. At times, it seems that the rich natural endowments with which we have been blessed are borne by curses that serve to impede our advancement.”

The former prime minister stressed the importance of a “consolidated approach and collective action to protect our environment to avert disasters where we can, or at least, to mitigate their effects, and at the same time, to spur sustainable development”.

He added that the region’s approach to the achievement of sustainable development globally, regionally and nationally must be through integrated efforts to achieve resilience.

“The building of a resilient nation has to begin and proceed on the base of community resilience. We can learn a great deal from the Cuban model, which has been tested and proven.”

Concerning national policies, Patterson said climate change measures must be integrated.

“This must resonate with us in the Caribbean. We have great cause to be concerned about the effects of climate change; rising sea levels which threaten our coastal developments, and devastate our agricultural production; more severe tropical storms which can eradicate years of hard work in a few short hours; and proliferation of tropical diseases.”

He added that the disasters constitute a “clear and present danger to our lives and well being. It could wipe out the tourism product entirely and destroy all our prospects for economic growth”.

In making reference to the Paris conference, Patterson said the outcome is very important to the region “as we are disproportionately vulnerable to the effects of climate change. The countries represented here are in the main small island states. While we fall within the same category of landlocked and developed countries which are also most disadvantaged, I believe the Caribbean and the small Pacific Islands should be singled out for very special and urgent attention by the Developed World and the International Institutions as is now the accepted case for Africa.”

Patterson, at the same time, said officials need to broaden their outreach for the next conference to include, possibly as associates in the first instance, all nations which are part of the geographic space — Guadeloupe, Martinique, Curacao, St Maarten, Cuba, the Dominican Republic and Puerto Rico.

“Natural disasters, when they come, do not seem to respect national borders. They spread their fury, regardless of flags. In avoiding, moderating and responding to disasters, we need a more inclusive approach to secure the best deployment of personnel, technology and equipment,” he said.

St Kitts-Nevis PM makes impassioned plea at climate change conference

PARIS, France (CMC) – St Kitts-Nevis Prime Minister Dr Timothy Harris has called on the international community to “negotiate and agree a legally-binding agreement with ambitious emission reduction targets”.

Addressing the 21st Conference of the Parties of the UN Framework Convention on Climate Change (UNFCCC), Harris reiterated the seriousness and urgency of the threat posed by climate change and the need for an ambitious agreement to be reached during the two week conference.

“My delegation calls on all parties here to negotiate and agree a legally-binding agreement with ambitious emission reduction targets.  St Kitts and Nevis recommends that all parties subscribe to at least five-year commitment cycles with robust ex-ante review and ex-poste assessment processes.

“We also hope that developed country parties and other parties in a position to do so, would be encouraged to provide support to vulnerable countries, particularly to Small Island Developing States (SIDS).”

He told the conference which is being attended by more than 100 world leaders that his twin island Federation, like other SIDS “has been undergoing many climate related changes; namely sea level rise, extreme weather events, prolonged and severe droughts, and disruption to our reefs, coastlines and agriculture”

Harris said that the dangers of climate change are real and present and that the threat is also existential. He said greenhouse gas emissions from small island states like St Kitts and Nevis are negligible “yet our small island states continue to be adversely and disproportionately affected by the impacts of climate change.

“Nonetheless, as responsible global citizens, we in St Kitts and Nevis are already acting locally to reduce our national carbon footprint even further.  The pursuit of renewable energy solutions is now a critical and integral component of our national sustainable development strategy to transform St. Kitts and Nevis into a fully environmentally sustainable small island state.”

Harris said that hi new administration “is incentivizing behavioural changes through the facilitation of duty free concessions on renewable energy technologies.

“We are building strategic partnerships with countries and the private sector to develop geothermal, solar and wind energy solutions. Currently, we have solar farms operating on both St. Kitts and Nevis and are also exploring the potential geothermal capacity on the islands. These renewables will have a significant impact on our energy consumption patterns and reliance on fossil fuels.”

THE findings of a University of Technology, Jamaica (UTech)-led research project focusing on the sustainable production of hydrogen as a fuel for domestic cooking will form the basis of presentations and discussions at an International Hydrogen Conference and Exhibition being hosted by UTech at its Papine campus, November 3 – 4, 2015. The conference is first of its kind in the Caribbean region.

In 2012, UTech, along with research partners from Brunel University, United Kingdom; University of the West Indies; Bureau of Standards Jamaica; and the Ministry of Science, Technology, Energy, and Mining began a research project on ‘The Application of Solar-Powered Polymer Electrolyte Membrane (PEM) Electrolysers for the Sustainable Production of Hydrogen Gas as Fuel for Domestic Cooking’. The project is co-funded by the European Union under the ACP Caribbean & Pacific Research Programme for Sustainable Development.

Dr Ruth Potopsingh, Associate Vice- President, Caribbean Sustainable Energy & Innovation Institute in the School of Graduate Studies, Research and Entrepreneurship at UTech, and coordinator of the conference, explains that the issue of hydrogen as a sustainable energy source is particularly relevant to Jamaica at this time.

“The use of hydrogen, whether for cooking at the household or commercial level, clean transportation fuel or utility scale applications, such as power to gas, are options which the Caribbean region needs to further examine,” she said.

Conference presentations by local and international research experts will highlight global trends in hydrogen as a key enabling pathway for renewable energy applications. Thematic areas to be examined include hydrogen from renewable resources, environmental issues and climate change, hydrogen as a transportation fuel, the future of hydrogen technology, hydrogen storage systems, education and public awareness for using hydrogen as a domestic fuel, and case studies on successful hydrogen projects.

Keynote speakers will be:

* Phillip Paulwell, minister of Science, Technology, Energy, and Mining (MSTEM)

* Paola Amadei, ambassador, head of delegation of the European Union in Jamaica

* Prof Maria Kolokotroni, Professor / theme leader for Resource Efficient Future Cities at Brunel University

* Dr Andrei Tchouvelev, Chairman of ISO’s primary technical committee on hydrogen technologies based in Canada.

Other presenters include the project research team led by Dr Earle Wilson, lecturer, School of Engineering, UTech; Dr Zahir Dehouche, Brunel University; Dr Kurt Edward, UWI; Omar Alcock, MSTEM; and Hunstan Hunter, Bureau of Standards, Jamaica. Presentations will also be delivered by representatives from industry and the European Union ACP Research Programme for Sustainable Development.

The international hydrogen conference will also include an exhibition featuring faculty and student research as well as innovations and service providers from the local energy sector. It will be free and open to the public, but participants are being asked to register owing to limited capacity. The public exhibition opens to the public from 9:00 am to 5:00 pm on each day.
